I'll give you some general tips in order to have better performance.

Use fullscreen mode and not windowed because you might lose some fps.
Use frame limiter unlimited or 240 at least.
Make sure your graphic drivers are up to date.
Use the same resolution for both osu! and your desktop.

Disable startup programs (through Task Manager)
Uninstall unwanted software (in the start menu search for "program" and click Enter)

Thats the only things that I would recommend to make your PC faster. It should help.
