After watching
this youtube video and reading the comments, it seems like brand new tablets come up with that issue, it's nothing from your computer.
In a comment he said:
"I found out that inside the pen, the connector between the battery and the component table was broken, and there was no electricity flow. I fixed that but still won't work."
Looks like it's a problem from the company itself, try refunding the tablet, and if you can't refund it, a new pen should do the trick.
But only do so if you're 100% SURE that this is your exact same problem.
