[resolved] I can't connect to osu.ppy.sh

When i try to connect to osu.ppy.sh it says connection refused and i cant login into the game (I can access to the webpage in my phone but i can't in my pc).
How do i fix this?
I'm using windows 10 64 bits and google chrome

Make sure you don't have any AV software/a firewall that is blocking osu!. Add an exception to anything you may have on your computer.

Flush your DNS, release/renew your ipconfig, and restart your modem/router.

I tried disabling windows firewall and avast firewall, also i renewed my ip in cmd and it doesn't worked (and i restarted my router like 4 times) and tried changing my dns but i have this error https://i.imgur.com/3lES5PG.png (traduced it says that it cant aply changes)
