Does someone know why the fps counter doesn't match with each other?

Because the fps counter you have over the game probably isn't that accurate.

When I only use the intel graphic but not the graphic card to run osu, they show exactly the same fps.

My point has not changed. osu!'s in-game FPS counter is probably going to be more accurate than some other program. Whether or not that application has issues with dedicated cards is something for you to find out if you want.

The problem is that i got more fps when using intel graphic than using 1050ti. I am using a laptop. Is that my graphic card doesn't work?
Also, the fps counter is Msi Afterbuner.

Perhaps you have some weird Nvidia settings. Make sure everything is set to maximum performance. MSI Afterburner is actually known to cause performance issues sometimes, and although it doesn't seem to be affecting your gameplay currently, that is something to keep in mind.
