[resolved] Stuttering Issue after updating windows 10

Problem Details:
Stuttering issue even when not playing (alt tab, song on the background) after updating windows 10 (KB428483)
there is no weird cpu, gpu, nor hdd usage monitored by using task manager and msiAfterburner.

What i've tried:
Compatibility mode
FPS limit
Changing into Beta version, and back into stable, then cutting edge
Turning off Geforce experience overlay
Run as Administrator
Changing resolution, into borderless, and back into fullscreen
Reduce fps drop
Detect performance issue
etc.

My rig:
i7 7700
GTX 1050 ti
RAM 16 GB DDR4
HDD only no SSD, healthy not fragmented already defragged about last month

osu! version: 20180611.4 (Stable)

try lowering polling rate of your mouse (if your mouse supports it)

Apparently somehow the issue is fixed by itself. There is no stutter anymore, and honestly now I am confused D:

are you sure nothing changed? did it really fix itself overnight, or maybe you uninstalled something?..

Yes I am sure that I did not manually change my hardware setting nor my software. After a few research I noticed that windows tends to re-indexing file and re-configure device after update and that could be the cause of stuttering on my osu. All I have to do is to wait for a few days and the problem is gone, like poof .-.
