The image you provided was quite noisy, so I had to look for a better version. I didn't find any.
Tried to clean up the noise a bit in the end. :p

I tried to make a banner but with the way they were placed, it made it hard. I just ended up scaling it to fit the uesrpage. (I'm assuming that you're using the old site.)

I'd be lying to myself if I didn't say I was slightly confused at the image you provided.
Admittedly, real life stuff isn't my strong point, but here's what I make of it.
