I play around the 3.2-3.6 star level, and I see streams popping up more and more often (not long, just short bursts). Should i just keep playing to get better at them or actively practice them?

Just keep playing normally for now, when you get to at least around 3000pp+ then start worrying about actively practicing streams imo.

I'd say you should keep them in mind for future reference so you can do them. Don't push yourself on them though.
If you play a wide variety of maps you will learn streams naturally over time. When streams start feeling more natural (you aren't like omg a stream what do I do) you should start focusing on them more. At your level streams are just a waste of time.
