i don't know why and in this page: viewforum.php?f=70
if i click the "new topic" button, it will go to http://osu.ppy.sh/forum//
- - hope some one can tell me why

You should could edit your user page in your profile page, click "user page" bar and you will see a "edit" button on the top, if you can't see that, try change a browser, afaik, chrome and firefox could see this button but sometimes IE couldn't
