Red: the guy's hair at the bottom of the picture is red, also the captain's wristband of the guy pointing is red.
Blue: their uniforms have blue strips.
I dont know if this BG is red and blue enough to fullfil your "Rule", but I should as well give it a try

Round ends 24 hours from the time of this posting. I will be modding maps during this time as well!

the taiko difficulty exceeds the rules, but i don't mod taiko anyway. I'm not entirely sure, i'll take a look at it and decide based off my personal preferences.

This does not include spaces, and the names must be in romanized form. In the case of multiple artists, well, good luck - the combined number of characters must be 10 or less. In the case of a "remix" (e.g. wa. remixed celas), the remixer must have a handle of less than 11 characters. (in this example, "celas" has 5, and so passes.)

The rules won't have anything that oblique or hard-to-understand so that non-native english speakers can understand it fairly easily.
