The difference is that the Huion 420 has no buttons on the tablet, and the Huion H420 has 3 circle buttons on the side.
Huion has cursor delay though, so it gets harder to play the higher you go in Osu!.
Edit: Huion tablets don't have cursor delay if you don't install the tablet drivers, but then you can't adjust the active area size or get pen pressure with them. The Huion H430P might be good without installing the tablet drivers.
Wacom CTL-490 also has cursor delay when hovering, but no delay when dragging (aka when pen nib is being pressed, so if you tape the nib, the cursor delay is gone even when hovering). Oh, but I've heard that the CTL-490 is like a lottery with some people getting cursor lag and some people not, so I'd suggest to avoid it either way.
The previous generation Wacom CTL-480 had no cursor delay.
I suggest XP-Pen G430 and XP-Pen G640 because they don't have cursor delay whether you install the tablet drivers or not, and they use passive pens (no-battery/no-recharge) like Wacom, plus they're way cheaper. Or if you can find a cheap Wacom CTL-480, that's a good choice too, but it's pretty hard to find for cheap nowadays.
