I wonder if it is possible to slow down the animation created from a mania-stage-bottom?

Thank you for responding, but it was not effective. I changed the value of "AnimationFramerate" to 15 after 10 after 5 and it did not work, it continues with this accelerated framerate.

Have you tried reloading your skin with ctrl+shift+alt+s?

changing the FPS in skin.ini does work. Just refresh the skin or restart your game
