Did you restart your computer?

Please make sure you have nothing running in the background. It is possible one of them is limiting the frames of your game. Also, please try disabling Full Screen Optimizations.

Otherwise, if that does not work, try uninstalling your current graphics drivers using a utility like DDU and re-installing from NVIDIA's website.

I've also heard the most recent Windows 10 update does not like NVIDIA's drivers and this will occur with any game running in fullscreen. If other games cap at 60FPS while in fullscreen that could be the cause.

I was having the same problem, and I gave Death's suggestion a shot. Right click the osu! executable, click properties, and in the compatibility tab there should be a box you can check to disable fullscreen optimization. Worked for me, hope it does for you.
