In a match you can give a player room moderator, they can kick and allow/disallow free mods and finally lock slots. 
To give a player room moderator, you click their username in the player list and there will be a option called "Give Room Moderator"
The icon would be like the room owner icon, but half of the image is cut off, or a badge.
