This happens when you press the skip button fast enough.
Usually it correct itself when I restart osu!.

Hmmm? What do you mean? I can't quite understand... Also, your video have no sound ._.
Are you talking about the scoreboard not loading? This happens here sometimes but when I play it reloads again...

Do you have a set of steps to reproduce this bug? And the video is not really useful as it doesn't show how you brought osu! in this bugged state.
