It wouldnt be a webcam specific for streaming osu!. Just a good webcam. Google it
If your just starting out on streaming, I recommend going with something rather cheap. I personally got this webcam when it was on sale, but now it's pretty expensive :/

Any webcam within your price range will do the trick just try to get it to be hd and 30 fps at min
Personally I use a Logitech C525, which if I'm not streaming osu! then it's a facecam.
But if you want something that works wonders while also being practically nothing in cost, go to your local GameStop and pick up a PlayStation 3 Eye camera. They are $2, and are a great hand cam.
