I've heard alot driver setting>in-game settings. But can you defend that point of view? Simply... why? Does it even make a difference?

Well, think about it...
In-game sense is meant for mouse users, as a way to get a desired speed without changing your settings everytime you want to play.
I know a lot of people that use different DPIs and in-game sensitivity for every game they play, and changing them every time is sometimes a pain.

And as for a tablet, what is in-game sensitivity going to do if your cursor position is relative to your pen's??

Most tablets have a mouse/relative mode which basically turns the tablet into a more precise trackball. That's where ingame sens comes in.

It can also be used if you're, say, using a drawing program (which work best with full active area) in another window and don't want to shrink that area for a circle clicking game.

If you change the ingame sensitivity, raw input is automatically enabled. Enabling raw input has created issues with tablet a and causes them not to function properly
