Problem Details:
I installed a windows 10 update and when I start osu its 240 fps but after being in the menu for 10 seconds it drops down to 30 fps for no reason and caps there. I've tried reinstalling the game and Xbox Game DVR is off.

osu! version: 20171106.5 (latest)

HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/PolicyManager/Default/ApplicationManagement
/AllowGameDVR/value = right click Modify/value data = 0

+ restarting computer fixed it
