So after numerous reinstalls, updates, switching from windows 7 to 10, checking if it was Discord's fault, getting a friends install folder that worked for him, and more trial and error, I'm out of ideas. Another post stated that they fixed it by changing permissions on the file, and updating their motherboard chip-set, however they didn't specify their motherboard, nor what permissions they changed.
Osu! will not see discord-rpc.dll, and refuses to load it. I've been monitoring the forums to watch for answers, but all I'm seeing is people making posts that don't contain information to allow people to help, except this one (https://osu.ppy.sh/community/forums/topics/660014), but it's been a tad quiet since the OP apparently solved their issue.
