I'm fairly sure that the issue involves your operating system version and the Nvidia driver although the issue could be multiple things...
Try playing in Borderless Fullscreen, make sure to monitor the DPC latency with LatencyMon while playing and post the results.
Type System Configuration into Start>Search and select Diagnostic Startup then restart and try to play osu with LatencyMon in the background with no other applications open. Try this with Fullscreen and Borderless Fullscreen, post the results from each tab.

Does your motherboard come with inbuilt Wi-Fi for INTERNET ACCESS...
Try moving your headset to another USB port and are you using any older USB devices?
Are there any applications or background processes that may be negatively interacting with the Nvidia driver?
You know what... Disable GeForce Experience...
