As we see here the Japanese metadata person in the current team says either format is fine as Shimotsuki didn't specify a preference. It is still consistent with notation and various maps in the past have been ranked with this notation and format.
Therefore there is no reason to DQ the map to change the order of the artist's name unless I want to be consistent with the other stuff out there. I don't really mind that much and Shimotsuki herself doesn't seem to mind either. It's just unnecessary.

The current way is not wrong, just less used, therefore there is no reason to change unless I want to use the more common version. If it is not wrong, it does not need to be changed.
As the saying goes: If it's not broken, don't fix it.
