Problem Details:
I takes me to a screen and I click save and open. It shows a little screen saying Save as, Save, or Open. I click open and it takes me in a loop, and it never downloads

Are you able to download other things normally? And is it with all beatmaps or just one? If so - try clicking save instead of open, and try with other beatmaps. If that doesn't work, then try with a different browser perhaps?
