00:30:803 - Try to move the offset to 30649
00:31:552 - Put this offset to 31371
00:32:355 - This offset would be 32181,BPM 172 not 173.

If you noticed it almost offbeat,try to get close to it. I guess,it is almost accurate with this BPM changes.
