the lights don't show up very well on my camera I wonder if my phone is any better

that glow in the distance in the second picture is another city that I can see from my place at night

well define "no light"

One single streetlight and slight post processing can make the same shot as yours quite fine if you have a long exposure time and preferably a somewhat high iso.
