And you know that exactly how? From the quality I can assume it's actually a scene of the anime itself and from my researches it doesn't really seem to be a show about that sort of passion. And the character may wear a swimming trunk - which is usually shorter, so that may cannot be seen on the scene. Or maybe it's just horribily drawn that the swim wear actually needs to be visible by the anatomy. But I can also put a lot of reasons behind of the background's scenery.ByBy wrote:

Backgrounds with (little) girls wearing bikinis are okay as long it's ensured it's not sexual nature (like raiden mentioned). That's a good point to differ suggestive backgrounds from these where the characters just being "clean".
