Photoshop is the most commonly used program for this and does a great job.
It is however paid software, you'll have to consider obtaining a licence by any means you see fit. *adjusts eyepatch*
The other path is using a free & powerful image editing software such as Gimp ( https://www.gimp.org/fr/ ) which also does the job properly, but you are less likely to find resources and help from users as when using photoshop as it is pretty much the go-to of image manipulation.
