Problem Details:
Since a few weeks now, whenever I try to record osu footage using OBS Studio 19.0.2, may it be a replay or just me casually playing, I've noticed the framerate acts a bit weird, going to a stable 60 fps constant to a jerky 30 fps or less depending on the footage's length and on the map being played.
It's really frustrating as my PC is totally correct to record 720p60fps (PC specs: https://puu.sh/wj7tG/a3ca3c732c.png).

As you can see, the first map that I play is 60fps constant, but the map just after it, despite the fact I literally changed nothing to the settings, looks very jerky and 30 fps (or even less, I didn't even check).
The thing I noticed, however, is that this happens only for the osu! window, my camera's footage is always 60 fps no matter what, so the problem may come from osu itself instead of OBS, hence this thread. Is there anything I can do to fix that? Maybe formatting my PC would help, since the issue doesn't look hardware-based?
