Jacks (short for jackhammers) are when a player has to hit the same column repeatedly for 3 or more notes. There are variations of jacks though, like minijacks which is the same, except consists of 2 notes. Jumpgluts are also often called jacks, which are just fast repeating double notes.
As for your final question, Dans are most certainly important as milestones in the mania community, especially among mid-high level players. They're a good way of judging a player's consistency across all areas, and acheiving a pass on a dan is considered superior in importance to stuff like rank to many players.
