There is no BPM change and no change in metronome here to justify the need for two timing sections. You can change the KIAI/hitsounds with an inherited (green) section.
edit: OK I see what you want to do here. The +8ms for the middle part seem fine. SSed on first try without the timing sections though... But it shouldn't be a problem to add the offset change. Just keep it as is.
