KOTOKO - being.avi is not in use. Remove it from the folder or...Use it.

The HP Drain may be a little too low for this diff. Try bumping it up by 1 or 2.
01:00:620 (5) - Add a finish to the start of this slider.
01:20:891 (7,1) - Remove new combo on (1) and add it on to (7) matches the vocals a bit more.

[Hard]
00:47:648 (7) - Really no clap? Kinda expected it on the repeat.
01:17:648 (5) - Add a new combo on this note.
02:15:215 (7) - Same as the first.
02:27:985 (4) - Add a finish to this note.

worry about diff spread a bit. I think there's no really gap between [Normal] and [Hard], but the score spread seems bad. maybe you could add some notes/patterns in Normal? (since adjust difficult settings slightly can't change score here.) or a simpler way is you could use Slider Tick Rate 2 in Normal, the score would increase some and make the spread look better.
