I was wondering if there is a way I can remove audio from a video and still keep it at good quality as well as keep the size from going over 24MB

You can do it on Windows Movie Maker, and try to convert it into .avi, I don't know if you can do it on Movie Maker, but otherwise you can do it on Sony Vegas, or Adobe Premiere if you have it.
If you do this, this will not ruin the video quality, so don't worry.
