Might be antivirus or firewall. If your antivirus came with a internet virus protector thingy,then it might have blocked it.

I encounter this issue in Chrome as well as in Opera. However, I can download beatmaps perfectly from Microsoft Edge. Any idea what's going on?
It might be caused by temporary routing issues...
You could try doing a trace route to http://bm5.ppy.sh/ and see if you have any disconnections.
To do that, open your cmd (Windows key + R and then type "cmd") and type

i am experiencing the same issues as well....
Same here. For some reason, this problem persists only in Google Chrome for me. I tried Microsoft Edge and Mozilla Firefox and I can download beatmaps through either of them.
Assigning for now even though it happens to only a few people. It's probably something related to routing issues.
It's being investigated right now, so please be patient. You may have to use internet explorer or a beatmap mirror such as bloodcat for now.

It only says "timestamp incorrect" which I get that it works now.

But it doesn't happen on opera
Can you try downloading again and confirm whether it's still broken for you?
I get "osu! download mirror" when I visit http://bm5.ppy.sh/
And when I do "tracert bm5.ppy.sh" on cmd I get timeouts

It works for most of the beatmaps. However, I still can't access https://bm7.ppy.sh, and therefore, I can't download a few maps (e.g. https://osu.ppy.sh/s/560610)

Alright, I figured it out. So, I can download "bm7" maps from their page (listing/score , topic) but I cannot from the Beatmap Listing page.
I tried again using Google Chrome and was able to successfully download some beatmaps from the beatmap listing page
