Problem Details:
I played osu on Windows 10 without any problem at 240FPS but when I changed my Windows to 7 I have really big FPS drop and the PC is the same can anybody help me ? :-/

Make sure your FPS limit is set to unlimited. You can adjust it by pressing F7 or in your options

Also make sure you are using Fullscreen, have you tried a different resolution? Make sure no programs are running in the background.

Also see if you have directx or opengl selected on graphic options

This is for fallback only.
Don't use Fallback, it's not recommended and it's not being updated anymore.
