Is there any way to change my username to a name that someone has already used but has been inactive?
I wanted to change from _Meep_ to Meep beforehand but he apparently logged into osu and logged off, resulting in me not being able to change my name until a long time later

Anyway, the link I posted above gives you all the info you'd want about name changing.
Not sure if it is still like this because they changed the page to the new osu!store.
But I do believe you still have to wait 1,5 years.


EDIT:
I have a friend which is offline since 2 years and im able to change to her username if I want.
So yeah just wait or choose another name.
