Use your IRL lever, you can buy them in your local hardware store.
Pretty sure you can change your size by inches, cm, ect when you make a new document

I don't know if it's in Photoshop, but isn't there an option to select which unit you can use to set the canvas size for that?
If it doesn't, then the usual default print resolution is 72 pixels in 1 inch, so use that to figure out the canvas size.
