To answer your question before we meme mania and get sad,
It all started with a Nightcore Jump Training Map. A special one that had a final boss difficulty. The staff had to make their move. A PM was sent out to rezoons requesting him to change the background for his [Make A Move] difficulty due to lovely pantsu. Just imagine if the girl in that background talked with Kagamine Rin.
Anyway, rezoons felt that ruined the integrity of his beloved final boss. Demands weren't met. The map died a glorious death. But rezoons was persistent. He uploaded it again and again, silences aplenty.
Then rezoons put some NSFW content as his avatar and the staff totally restricted his account. Whoops.
Now you have tons of beatmappers making their own bootleg reuploads, getting those deleted due to beatmap stealing, and a sad community that can only trade around Nightcore Jump Training maps like underground drugs on the street. Such is a sad day for circle clickers everywhere.

On one hand the staff has a good reason to remove unsuited backgrounds, but the blatant inconsistency with which it operates made rezoons justified in his behavior as well. People tend to disrespect rules as well as people when they lack integrity/are not enforced wholesomely, and I can't blame rezoons for what he did. I probably would have done the same thing.
The best option for the staff would probably to just introduce a child-friendly filter (active by default), that replaces backgrounds marked as nsfw with pictures supplied from staff-members.
