[Archived] Tablet Delay (Feels like I'm moving in liquid)

Problem Details:
As title states. This has been happening for the last 4-5 months after a Windows 10 update in late July / early August.
I tried using the fixmypen tool, changing drivers, changing release streams and rolling back to Windows 8. All to no avail.
My initial tablet was a Wacom CTL-480 and I tried every driver from 6.9.3w5 to the latest.
I recently purchased a Gaomon S56K tablet and have the same issue.
Before this issue started I always had problems running on stable, but fallback worked well. Now, nothing does.

I run on a laptop with dedicated graphics. I have an NVidia GTX 870m as well as integrated Intel HD Graphics of course. I've tried running on both with no success.

I did a fresh installation of windows and it doesn't work.

And yes, I run on fullscreen.

Edit: No delay on this

Anything else I can try?

Firstly, don't use fallback. That version isn't recommended anymore

Have you tried compatibility mode?
Try enabling raw input.

Open task manager and find the process for your Wacom Drivers and force close it
Then turn it on again by opening the settings of the
(Sometimes this needs to be done multiple times)
Upskirt
Press F7 until Unlimited(Gameplay) appears.

Make sure you are not running Borderless fullscreen.
