Well, the osu!tourney client was intended to do multi-spectating for broadcasting. Its availability for the general public usage is confirmed in the future though, so keep your eyes open for that.
As for a program to do that in a general sense, mm... I don't think there's anything that's really easy per se. The organization of it all together is often through the use of broadcasting software like OBS or XSplit, so you can take a look at those at the least. From there, they often have their own capturing methods, whether it be the actual monitors you use, or some series of capture cards. Really tricky of a thing.
Lastly, I can't tell if you're asking about this from an osu! perspective or in a general sense, but if it's an osu! kind of question, you probably should ask such a question in the Help Forum.
