Cutting edge used to be supporter only. Have you tried enabling the option "Compatibility mode" ? Have you always had problems running the game, or is this a new thing?
Also, Try a smaller resolution if you don't mind it. Normally improves performance greatly on lower end machines.
with ms do you mean the ms you see in the fps counter? if so then that is not input lag but the reverse of your fps (so its your spf aka second per frame). basically the time a frame spends on the screen
