Ok, so I have seen quite many good title screen modifications.
EDIT:
How to modify!
First, create a .png file with whatever you want on your title screen.
The file has to be at the same resolution as your osu! (To check this, go to options and look for a number like yyyyXyyyy)
Name it title.png
Go to your osu! folder > Data, and replace the title.png that are already there.
Set file properties on your new title.png to "read only" (right click the file, properties)
And tadaaa~
