Name change

Can anyone refresh my memory on how the name changing system works with inactive players? For example, my name is Nathan and I would really like to have that username but the player who currently has it hasn't logged into osu! for a year or longer but has a pretty high play count and playtime: https://osu.ppy.sh/u/Nathan

Is there any way I can get his name forcibly changed or how long do I have to wait for the name to become available :c

In short you need to wait more than five more years until you can claim the username Nathan - as long the user stays away. I wouldn't count on it.
