Stuff happens, things can get lost in server moves and all that and sometimes maps can be deleted from the server for space reasons. Whatever the cause that map just doesn't seem to be on the server. Your best bet would be checking a website like bloodcat and seeing if you can find it on there

Map hasn't been updated since 2011. Things break. Not much we can do especially if it's not a ranked map.
The creator is still active so you could poke him about it?

Quite a lot of old graveyarded maps can't be downloaded
