I use Osu! to listen to my music while I am DotAing (is it just me who does this) but for some reason my mouse cant go below a certain height on the screen any help?

While osz2 is not here yet, you can just grab mp3s and listen them with normal media player. After release of osz2, you can't do that anymore.
are you running osu! in full screen?

I do the same. While I play dota, I have osu! client running background jiji. Ops, I have read again your problem, mmm... your warcraft resolution is the same as osu! ?
Do you have mouse precision mode enabled?
