Changing the AR and CS shouldn't get osu! to recognise the map as unsubmitted. It instead should recognize it as a different version of a pending map.

If it's recognized as unsubmitted the BeatmapSetID and BeatmapID likely changed from what it previously was. To check if this is the case open the beatmap's folder (which you can do from the editor under the File tab) and open the .osu file with any text editing program (such as wordpad or notepad). In there, look for the BeatmapID and beatmapSetID and see if they're the same as your submitted map. Your submitted beatmap has BeatmapID:985316 and BeatmapSetID:460007. If this doesn't match with your local copy of the beatmap then export the beatmap (from the editor, under the File tab) and delete it from osu! (make sure osu! recognised that it's deleted).

Next, close osu! and browse to the exported beatmap and rename the file extension from .osz to .zip. Then open the .zip file and then the .osu file and change the IDs to the previously mentioned one, save the .osu file and have the changes saved to the .zip file. Then rename the .zip file to .osz again and import it. It should now be recognised as a different version of your pending map again, at which point you can update it by submitting it through the editor as usual.
