Problem Details:
For Intel HD Graphics laptops users: There's an default ON option on Intel's configs that limit game's framerate to 60 while on battery. That option doesn't affects fallback version, but affects the stable one... So... the fallback runs fine but sable latest is so laggy, and casual users never will notice the intel option. Please do a warning or something when a user starts osu with this option turned on.
