Yes I actually misread this as X-men at first when I saw it. Figured later it wasn't

Probably either the Katamari Series,or Noby Noby Boy.
(I think the Rhythm Heaven games deserve a mention, as well.)

I've also seen a game called Naughty Bear.
I think one of the gameplay videos had something along the lines of "Fluffy is Barricading the House!"
I usually don't look for weird games. Someday I should just go on a "weirdness excavation" just to see what I can find.

Stretch Panic. I haven't played it yet, but I do have it. Bought it because it was ranked in the top ten "best uses of boobs in videogames". The basic mechanic in the game is that you can manipulate things by grabbing and stretching them, using them to achieve some goal. In one level there's a bunch of women with giant knockers that you twist and twist, and as they unwind they serve as helicopters. It's certainly out there.
Noby Noby Boy is another exceptionally strange game but I don't think anything by that Developer counts, since he's kind of...like that.
GNILLEY's also cool. It's like a Zelda clone except you solve every problem by screaming at the game.

Also i find Tuff E Nuff a bit weird, a fighting game with a RPG based story >.> and you can only play with 7 characters (if you use the Boss Code of course) and the enemy AI is hard even on the Easy difficulty.

It has tons of articles about strange games, but I think it focuses a lot on sexuality in games (which is a lot stranger than you think). It has all sorts of weird games, though. Site hasn't been updated in years, though.
