The reasoning of letting players hear the music is reasonable, I myself do not turn on hitsounds at points but the density of hitsounds here is NOT acceptable by any means, by letting through this we are pretty much allowing mappers to just throw in 1 hitsound for their entire 10 minute map to justify it and a low quality hitsounded chart has been proven to be unrankable (see: t/339876/start=75)
While I do get raising the hitsound too high will interfere with the music itself:
- Players who don't like to use hitsounds will just have their Effects to 0% anyways
- Players who do like hitsounds, will appreciate actually having hitsounds audible
This works both ways, it's not about it being rankable, it's about it being well done, mappers have kept their standards high by ranking maps that have more complex hitsounds than this and it benefits both parties it is not too advisable to stoop this low in standards for hitsounding.
It is a mandatory thing, might as well do it well!

You should at least have these hitsounds in your possession to differentiate the sounds, and these are quite basic so it’s not something too complicated to apply either:
Snare and/or Clap (for the snares in the song and the distorted kicks)
Kick (well, for the kicks)
Finish (this could be useful for the starts and ends of sections)
If I were to enforce the hitsound criteria a bit more here, the hats are by no means audible over the music itself so you will need to have a louder base hitsound
