I thought I had one that could do it, but I don't. It would be greatly appreciated if someone could link me to a free one to download. I need to lower the volume of all the hitsounds in my map to fit the song better. Thank you!

Did you try audacity? You can go to effect->amplify... and move the slider in the negative direction.
Lossless volume control: MP3Gain
General/lossy editing: Audacity
Lossless editing: mp3DirectCut
General media conversion 1: MediaCoder

Video editor: Avidemux
these are all the media editors I use on a frequent basis. Mediacoder to convert files, avidemux to re-encode/crop, but what you're looking for is audacity, since wavs are lossless. Anything you do in audacity to a wav file is essentially lossless.
Also, can't you just reduce the volume with a timing section?
