osu!mania or osu!? Or both?

I want to get into making maps, and I plan to make mania maps, since I mainly play mania.
So... I wondered should I then even try mapping for osu! mode, or should all of my attention be on osu!mania.

You should go for Mania then
when in the editor, press f4, then go to advanced
To modes, switch from "All" to "Osu!Mania"

Is it even okay to upload mania-only maps? Should I ask for osu! mode guest diffs if that's not the case?

It is perfectly fine. Look at some current mania sets (which are ranked)

Yes, it's okay to make mania-only maps. It's your choice to add other modes difficulties.
