It looks like you're right. Beatmaps pointing incorrect beatmaps is usually caused by one's osu!.db being messed up, but that's not the case here. My bad.
Anyway, it looks like this is caused by the first beatmap you linked having a difficulty file for the second beatmap you linked in it for whatever reason. The file in question is t+pazolite - chipscape (Shiirn) [Ragnarok].osu. Blame the beatmap creator for that.
Assuming you just want both maps to work properly delete the beatmap folder from the Songs folder, press F5 in-game, then redownload the second map (chipscape) and install it. After that, download first beatmap (stream training) again but do not open/install it. Instead rename it from .osz to .zip, open the .zip file with winrar (or your program of choice) and delete the file named t+pazolite - chipscape (Shiirn) [Ragnarok].osu and update the archive. After that just rename it back to .osz and import it.
