For example: hoping that much more potential participants than number of places will make you open more places in future, so they keep bringing attention to that (if we were to assume that both players have equal ranks, it's almost top #1000 only tournament now).
Also, people that are just little above the limit can keep posting though, as they don't really know if or how much the bar will be risen further. So, if some of teams were to resign, it could open a free slot for them
